On November 7, the 41st meeting of Jiangsu Development High-level Forum was held at Nanjing University. The meeting thoroughly studied and implemented the spirit of the fourth plenary session of the 20th CPC Central Committee, and conducted exchanges and discussions around planning Jiangsu's "15th Five-Year" development. Xin Changxing, Secretary of the Jiangsu Provincial Party Committee, and Liu Xiaotao, Governor of Jiangsu Provincial People's Government, attended the meeting to listen to scholars' advice and suggestions.

The meeting was presided over by Hong Yinxing, NJU Distinguished Professor of Humanities and Social Sciences. Speakers included Tan Tieniu, Academician of the Chinese Academy of Sciences (CAS) and Chair of NJU CPC Council; Liu Shijin, former Deputy Director of the Development Research Center of the State Council; Shi Jinchuan, Distinguished Professor of Liberal Arts at Zhejiang University; Li Daokui, Director of the Institute for Chinese Economic Practice and Thingking at Tsinghua University; Zheng Hairong, Academician of the CAS and Vice President of NJU; Liu Zhibiao, Executive Director of the Yangtze IDI at NJU; Jiang Fuxin, Distinguished Professor at Nanjing Normal University; Yang Zhong, former Executive Deputy Party Secretary of NJU, and other experts and scholars. They proposed suggestions on accelerating the development of artificial intelligence industry, vigorously boosting consumption, developing and strengthening the private economy, creating an open innovation ecosystem, encouraging enterprises to increase R&D investment, maintaining a reasonable proportion of manufacturing industry, consolidating and strengthening the foundation of the real economy, and empowering economic and social development through culture. Experts and scholars from universities and research institutes across the province closely followed the meeting theme and submitted multiple research reports.

Xin Changxing and Liu Xiaotao listened attentively to the speeches and acknowledged everyone's forward-thinking and insightful views. Xin Changxing said that this meeting was both an exchange and discussion session for studying and understanding the spirit of the fourth plenary session of the 20th CPC Central Committee, and a high-level consultation session for Jiangsu's "15th Five-Year" development. Relevant provincial departments should carefully sort out and seriously study the experts' reports and the meeting's exchange results, and incorporate them into the drafting of the "Proposal" and the "Outline."

Xin Changxing pointed out that in planning and promoting Jiangsu's "15th Five-Year" development, we must firmly grasp the main thread of thoroughly studying and implementing President Xi Jinping's important speeches on Jiangsu's work, closely focus on the overall blueprint of building a "strong, prosperous, beautiful, and high-level" new Jiangsu, the general requirement of "striving to be exemplary, striving to be demonstrative, and walking at the forefront," the general positioning of "walking at the forefront and being demonstrative in advancing Chinesemodernization," and the major responsibility of "economically strong provinces should shoulder heavy responsibilities and contribute to the overall national development situation," and thoroughly and practically plan the development goals, strategic tasks, and approaches and measures for the next five years. We must promote major breakthroughs in a series of strategic tasks concerning the overall development situation of the province, accelerate the creation of important positions for developing new quality productive forces, promote comprehensive green transformation of economic and social development, consolidate and enhance the advantages of coordinated urban-rural and regional development, solidly advance common prosperity, and ensure decisive progress in basically achieving socialist modernization. We must deeply explore and cultivate a batch of new growth points with traction and leverage in areas such as "AI+," marine economy, and urban renewal, focus on promoting qualitative and effective improvement and quantitative and reasonable growth of the economy, and lay a more solid foundation for basically achieving socialist modernization.
